The MPEG-2 patent pool began in 1997 with 100 patents and other patents have been added since then.   In 2013, the number of active/outdated patents in the MPEG-2 patent pool exceeded 1,000.   The MPEG-2 licensing agreement stipulates that the licence fee will not be increased if possible if new patents are added.  The MPEG-2 licensing agreement stipulates that MPEG-2 licence fees must be paid if one or more active patents exist either in the country of production or in the country of sale.  The initial MPEG-2 licence rate was $4 for a decoding licence, US$4 for a coding licence and $6.00 for the coding of consumer products.  This LA (including additions or modifications to this Product) is the entire agreement between you and ISL Online regarding the software product and support services (if any) and they resolve all prior or simultaneous oral or written communications, suggestions and assurances regarding the software product or any other topic covered by this LA. To the extent that the terms of the ISL standard or online assistance programmes conflict with the terms of this LA, the conditions of these services are given priority. MPEG LA submitted that video codecs such as Theora and VP8 violate the patents of their licensees without disclosing the patent or patents concerned.  They then shouted «any party who believes they have essential patents for the VP8 video codec.»  In April 2013, Google and MPEG LA announced an agreement on the VP8 video format.  One of the criticisms of the MPEG-2 patent pool is that with the expiration rate of MPEG-2 patents, the fee has not decreased with the expiration rate of MPEG-2 patents, although the number of patents has increased from 1,048 to 416 by June 2013.
   For products from January 1, 2002 to December 31, 2009, royalties were US$2.50 for a decoding licence, $US US$2.50 for a coding licence and $2.50 for decoding consumer product licences.  As of January 1, 2010, royalties for MPEG-2 patent pools have been US$2.00 for a decoding licence, $2.00 for a coding license and $2.00 for the coding of consumer products.  By 2015, more than 90% of MPEG-2 patents have expired, but as long as there are one or more active patents in the MPEG-2 patent pool, either in the country of production or in the country of sale, the MPEG-2 licensing agreement requires the takers to pay a fee that does not change according to the number of patents expired.     This online ISL licensing agreement («LA») is a legal agreement between you (i.e. an individual, either a «you» in this LA) and ISL Online («ISL Online» or «Wir» or «Unser») for ISL Online software products (ISL Light, ISL AlwaysOn, ISL Pronto, ISL Groop), including all associated media, printed documents and electronic documentation (the «software product»).
